Why is a setback red?

The measured distance is shorter than the rule for that jurisdiction. Drag the pool or the structure, or ask an admin to change the rule if the township figure was wrong.

Why is the shell price zero?

The public catalog did not include a shell base price. Enter it on the manufacturer row. The estimate says so until you do.

Can I undo a rotation?

Yes. Ctrl/Cmd+Z restores the previous placement, including a drag of the R handle.

Does the photo replace the permit drawing?

No. The photo is for the kitchen table. The permit packet uses the measured plan.
